Member of Executive Board. Born on 12 November in 1951 in Kharkiv. Head of the Board of the Ukrainian Helsinki Human Rights Union, Director of the Kharkiv Human Rights Protection Group. Participant of the dissident movement in 1970–1980s.

1970–1975 – studied at the Department of Mechanics and Mathematics of the Kharkiv University (specialization "Applied Mathematics", Diploma with Honors).
1982–1985 – postgraduate studies at Rostov Institute of Railway Transport Engineers ("Electric machines").
1988–1992 – correspondent at "Express Chronicle" Newspaper.
1989–1992 – Co-Chair of the Kharkiv "Memorial".
1990–1994 – deputy of the Kharkiv City Council. Deputy Head of the Kharkiv City Commission in Restoration of Rights for the Rehabilitated (since 1990).
Since 1994 – member of the Board of International Memorial Society .
since 1992 – Co-Chair of Kharkiv Human Rights Protection Group.
2004–2008 – Head of the Board of the Ukrainian Helsinki Human Rights Union.
2010–2011 – member of the Board of the Ukrainian Helsinki Human Rights Union.

Since 25 January 2012 – Head of the Board of the Ukrainian Helsinki Human Rights Union.
